I think that all children have the right to get help whenever they most need it,
but current advice facilities in the UK do not have the capacity to enable this,
therefore:

'I'm asking you to ensure that the Government enables children and young people
to have access to help when they need it, through telephone (helpline), text and
online support services. Existing services are unable to meet demand. For
example, 43 per cent of children who ring the NSPCC's ChildLine service are
unable to get through. To ensure that all children can access the confidential
advice and support they need I urge you to fund services to provide vital help,
24 hours of every day.'
